해당 에러 문구가 발생해서 ca-certificate 인증관련 패키지가 만료되어서 발생한걸로 보였다. 패키지는 base os에 이미 rpm package가 있었다. 불안정하게라도 옵션을 사용하려면 --no-check-certificate 를 추가해서 하면 다운로드는 된다.
